Outline of the NEC Contract The NEC Engineering and Construction Contract (ECC) (previously the New Engineering Contract) has been developed to meet the current and future needs for a form of contract to be used in the engineering, building and construction industries. The ECC focuses on ‘real time’ management of the project rather than looking back at what the parties should have done. This means the programme of works should always be up to date regardless of any changes. ii. Variations A variation is a change to the contract/programme of works after the contract has been agreed. An example of a variation could be a modification to the original design of works. In this case, the designers of the works would have to issue an early warning notification to all other parties involved to ensure they all know of any extra costs or delays in works that could happen as a result of the change. After this, ‘the parties are then required to meet, to seek mutually beneficial solutions to overcome these problems, and to operate a formal Risk Register of notified events. ’ (NEC, 2005). This change also results in a compensation event and a sum of money is usually paid to the effected parties. iii. Clear and simple language The NEC ECC is written in ordinary language which is clear and simple and only uses words which are in common use. This makes it easy for everyone to understand, especially those whose first language is not English or those who are not used to using formal contracts. This also makes it easier to translate into other languages. The NEC ECC also has fewer clauses than in many standard forms, uses short sentences and the use of subjective words is kept to a minimum. Information Society free essay sample

In many societies today, evidence exists of an increase in information that has opened a floodgate of knowledge, thereby putting a dent into human ignorance and significantly changing various aspects of life including education, communication, business and societal living. It is this prevalence of information that has led to the birth of what theoreticians refer to as the ‘information society’. It is not known exactly when the information society came into being, but it is believed that originated in Japan in 1964 according to (Duff, 1996 p. 119). Moreover, (Martin, 1995 p. 2) also notes that Masuda, one of its founders came to the realization that â€Å"the making of information values became the formative force for the development of society. † This new society also conceptualized in the mind of the economist, Fritz Machlup, who studied the role of knowledge in American societies. He felt especially concerned about how certain practices restricted competition, particularly, the patent system. He observed the cost of the patent system in contrast to its benefits, and consequently, was forced to inquire into the educational system. He investigated how the United States, as a nation, produced knowledge. His inquiry led him not only to investigate scientific and technical information, but all schooling, elementary though graduate education. He was able to distinguish five division of the knowledge sector and, as a consequence, calculated that in 1959 twenty-nine percent (29%) of the Gross National Product (GNP) in the United States of America had been produced in knowledge industries. Other proponents of the concept include Peter Drucker who has argued that there is a transition from an economy based on material goods to one based on knowledge. Yet another line of argument is that of Daniel Bell who pointed out that the number of employees producing services and information is an indicator for the informational character of a society. He adds further that in such a society, what counts is not raw muscle power or energy, but information. In addition, Jean-Francois Lyotard contends that. â€Å"Knowledge has become the principle force of production over the last few decades. To add to this list of proponents’ points of view is a claim made by the former Minister of Tourism in Antigua Barbuda, Honorable Harold Lovell, who said that, â€Å"We have long drifted away from the days when the livelihood of society depended largely on the cultivation of food crops to one in which information and services take priority. † What then is the information society? There is no universally accepted definition of the concept of information society; as it is conceptualized differently by various writers. For example, in the article â€Å"Introduction: Information Society Studies† Frank Webster writes that the information society is seen by its advocates to be as different from Industrialism as the Industrial Society was from its predecessor, the Agricultural Society. He expatiates by saying that from that perspective, people in the industrial era made their living by the sweat of their brow, dexterity of their hands, by working in factories to manufacture products. In contrast, in the information society, â€Å"Livelihoods are increasingly made by the appliance and manipulation of information, be it software design, branding, or financial services, and the output is not so much a tangible thing as a change in image, relationship or perception. † However, despite this view, some uncertainty still exists as to its definition as it is yet to be determined if the concept is evolutionary or revolutionary. However, for the purpose of this paper, the following definition will be used: A society characterized by a high level of information intensity in the everyday life of most of its citizens, in most organizations and workplaces, by the use of common or compatible technology for a wide range of personal, social, educational and business activities, and by the ability to transmit and receive digital data rapidly between places irrespective of distances. † (Aerythstwyth module The Net Result 1) According to research literature, the information society is replete with benefits, but emerging alongside this view is a contradictory school of thought which argues that this new society is not without significant pitfalls. Therefore, this paper will examine the tenets of the information society in order to unearth its advantages and disadvantages. To determine the pros and the cons of the concept, it is necessary to consider various definitions and perspectives of its two key terms: ‘information’ and ‘society’ as put forward by authorities from different fields. Definitions of Key Terms The term ‘information’ is not confined to any one definition; it is used in a wide range of contexts and means different things to different people. In the article, Information-as-Thing, Buckland (1991) considers it as having to do with becoming informed, with the reduction of ignorance and uncertainty. Despite this perception, he contends that the term is itself ‘ambiguous’, but he adopts an approach which identifies and classifies the many uses of the word into three principle uses: information-as-process, information-as-knowledge and information-as-thing. Moreover, he puts forward the view that information goes beyond mere communication to include data, text, documents, objects and events—things from which individuals are informed. His third category, information-as-thing, meets with strong theoretical objections. One opposing line of argument is that presented by Wiener in (Machlup 1983, p. 642). He argues that â€Å"Information is information, not material nor energy. † As a counter response, Buckland maintains that to restrict information to the context of communication is remissive of his third category of the uses of the word. He explains that the noun ‘information’ has two basic meanings: (1) the telling of something or (2) that which is told. These, he asserts, are either analogies and metaphors or concoction from the condoned appropriation of a word that had not been meant by earlier users. Another objection to ‘information-as-thing’ is proffered by Fairthorne (1954). He notes that, â€Å"Information is an attribute of the receiver’s knowledge and interpretation of the signal, neither of the sender’s nor some omniscient observer’s nor of the signal itself. † Nevertheless, he accedes that the language is as it is used, and as such one cannot dismiss â€Å"information-as-thing† so long as it is a commonly used meaning of the term â€Å"information†. The very nature of the objection would seem to confirm the observation that the word, ‘information’ is not without ambiguity. In addition to the foregoing definitions of the word information, another insight is that which is entered into the sixth edition of Harrods Librarians’ Glossary, which states that information is â€Å"an assemblage of data in a comprehensive form, recorded on paper or some other medium and capable of communication. † On the other hand, The Standard Dictionary of Computers and Information Processing renders it as â€Å"the meaning assigned to data by known conventions. Thus data are the marks, such as characters, signs or symbols themselves, whereas the knowledge assigned to this is information. A controversy now exists between the concepts of ‘data’ and ‘information’ because the two terms are often used synonymously, but this need not confuse the issue, for data is not the same as information. Data is really the unevaluated facts or the raw material of information which can occur in different forms, namely, signals, symbols or characters. In essence, information is really data processed into a meaningful and communicable form and thus constitutes knowledge which is capable of effecting change. Society’, the second term of the concept, ‘information society’ also has a variety of definitions, but for the purpose of this paper is that recorded in the Longman Dictionary of the English Language, which declares that society is ‘a community, nation or broad grouping of people having common traditions, institutions, and collective activities and interests. ’ Although the two terms have a numerous meanings in various fields, it is an undisputed fact that information does have an impact, positive or negative, on society. One only has to look at every strata of society to see our high level of dependence on information. In addition, (Webster p. 19) points out, â€Å"We have achieved an information society when the preponderance of occupations is found in information work. † Similarly, Peter Otto and Philipp Sonntag (1985) say that an information society is â€Å"a society where the majority of its employees work in information jobs; that is, they have to deal with information, signals, symbols and images [rather] than with energy and matter. † Information was always a social fact; there was never a time in human history that information, as per the foregoing definitions and perspectives, was not a part of societal life. The caveman’s attempt at drawing on the walls of his primitive home, his signs, symbols, and artifacts all testify to the presence of information in society. Its impact since those early years has shaped the structure of society and life in general, but its transforming influence was especially felt at the turn of the twentieth century—the Enlightening Era. New technological inventions, new modes of travel, the dramatic increase of medical knowledge, not to mention the introduction of new machines in education, communication and business, testify to the metamorphic effect of the information society. In light of these points, it seems reasonable to hypothesize that the information society possess remarkable merits. Therefore, this paper will now examine the advantages and disadvantages of the information society. Advantages Social value As stated earlier, information was always an intrinsic component of society. However, its preponderance is a key into the modern world and has also given rise to the development of technological innovations, particularly, the introduction of information technology, a core element of the information society. It is probably this more than anything else that has paved the way for information’s influence at all levels of societal life. One only has to look at the greatly improved accessibility to information to realize its effect. With the aid of information technology, we are able to access not only constant but up-to-date information. Moreover, the velocity, efficiency and ease with which information is transmitted serve to bridge geographical distances creating linkages between people and businesses. It is also true that conventional modes of communication are being eroded by new methods, such as electronic networking. Why write a letter when it is easier to communicate with others around the globe by text messaging or e-mail with almost instantaneous response? Furthermore the language barrier becomes non- existent as software that translates information to required languages is also a part of this form of networking. Of significance is the fact that these methods of communication are conducive to business, education and even entertainment. No longer does a business contract have to be negotiated face-to-face; instead, video conferencing through the internet has narrowed the divide between partners in commerce. Similarly, research information that was once obtained only from volumes of books is now available via the internet. Clearly, the information society seems destined to reform the status quo and its influence is readily accepted by all classes in society. Disadvantages It is accepted that there is an increase of information in society today, but critics argue that its preponderance is not sufficient evidence to support the view of an information society. It is more feasible to conclude that its growth has led to the development of technological innovations such as information technology rather than the birth of a new society. They argue that the form and function of information is subordinate to long-established principles and practices, insisting that the central feature of the present is its continuity with the past. Another objection, put forward by Frank Webster. He argues that if technology is the main criterion for defining a society; then, this new era should be seen as a high-tech society or an automated age. He questions the designation â€Å"information† in a society in which technology is key. Furthermore, he maintains, â€Å"If there is just more information then it is hard to understand why anyone should suggest that we have before us something radically new. † This view is also held by Kevin Robins as he suggests that: â€Å"Today’s Information Society continues and deepens long-established patterns rather than announces a new age. † Despite the fact that technological innovations have electronically integrated people, they equally isolate them, lessening the impact of the human touch. A typical example is this very programme. Students from different parts of the world are required to visit the University once per year and, though this is a learning experience, it raises the query as to the effect of the virtual classroom on students’ performance. The cost of travel is also another critical consideration. The need for safety and privacy is another matter of concern in the information society, for although information technology has made ommunication quicker, easier and more convenient, it has no fool proof security against invasion of privacy and safety of information. As Martin (1995) puts it, â€Å"As more networks come online, transaction generated information about individual citizens can be mixed and matched †¦ digital data is unregulated. † As a consequence, many unsuspecting persons have been known to be the victims of hackers, whose sole intent is to distort information that has been channeled through different information sources. In a similar fashion, crimes such as electronic fraud, identity theft child pornography and prostitution have become common via technological information sources. Clearly, the information society is not all it is purported to be. Advantages Employment and the economy The emergence of the information society heralds new and more cost-effective strategies for addressing the economic sector of society. As Stonier (1991 p. 257 ) succinctly puts it, â€Å"The most important input into modern productive systems is no longer land, labour, or capital—it is information. Embedded in this statement is the suggestion that information is the panacea for problems arising in the economy. Undoubtedly, the use of information and communication technologies greatly reduces the need for standardized and manual production, but encourages a more diversified, knowledge based production of goods and services. Additionally, they provide opportunities for improved productivity thus strengthening the growth of the economy while generating new jobs. The question however is how to create and maintain awareness of the potential of new approaches to organization of work. The solution lies in education. Information technology plays a dominant role in educational curricula and its inclusion in institutions of learning have only served to prepare individuals for the information-based working arena that typify the information society. The result of this initiative has culminated in the emergence and growth of new information-centered professions including computer and information managers, librarians and computer scientists. Moreover, most single and corporate employment firms demand employees be computer literate in order to stay abreast with the current knowledge trend that the world of commerce has now become. The relevance of this stipulation is borne out even by our Aberystwyth Open Learning program. In view of the fact that it significantly incorporates distance learning. Disadvantages While it is true that the information society with its technological innovations has significantly and positively impacted the world economy, it is also equally true that its emergence has brought with it a number of factors that do negatively affect society. Implied in Stonier’s observation above is a heavy reliance on technology. People depending on, for example, computerized systems are at a loss, unable to manage should these machines become unavailable. Such reliance on technological sources of information would seem to devalue natural human ingenuity. In addition to this is the possibility of job losses as computers are now used to perform tasks in the work place that were once done manually. Another negative line of argument is that which deals with information overload. It is an undisputed fact that the information society connotes a vast body of information. However, as an Antiguan colloquial term says, â€Å"Too much of one thing is good for nothing. † and the internet as well as other information and communication technology are replete with information, but this information is sometimes of no value to the user especially if it is not current data. Thus information overload is a veritable problem in the information society. Dutton (2005) must have been of the same opinion as he writes, â€Å"The reality of today’s networks includes a large-scale nature and omplexity, increasing congestion and alternative behaviors of users of the networks, as well as interactions between the networks themselves. † Advantages Global implications The global community also stands to gain from technological innovations of the information society. Networking is an integral component of information technology. Consequently, information can be shared across the world’s community. Of special value is the ease with which diverse, but pertinent information is transmitted particularly during a crisis. A case in point is that which deals with the transmission and communication of metrological data. The Lord of the Flies is Golding’s examination of human behavior during a life or death situation. The setting of this book was an unfriendly island. This island was the story. It was a complete change of environment for the young boys who were used to their city life. They had to now learn to survive on their own. So, first challenge a group of boys to survive a terrible plane crash. Then left alone without supervision they band together for security until opinions from leaders force two groups to emerge. The environment is one of the main characters. It makes the boys do things that they aren’t accustomed to doing. The groups begin their own primitive societies based on what they know from experience and home, and what it takes to live in their new environment. They have to deal with all the major aspects of life. Where to get food, how to make shelter, how to stay warm when it’s cold. Then they are faced with establishing order within their groups. Should there or shouldn’t there be rules? Who should lead? The boys have to do for themselves what has already been done for them. Are they able to survive on a hostile environment without the structure of an established society? The two main leaders Ralph and Jack have strong differences of opinion on how they should lead the group and survive. This becomes the conflict in where the two boys split apart and jack forms a new group and is open to anyone that would like to join. This affected the characters by changing how they acted and lived. Jack didn’t like that Ralph wanted to carry on in the way they did in England with rules and a structured law system. Jack wanted to rid of rules and rule the island as he wanted. He acted out as a savage, painted their faces, speared p igs, ran around like cavemen. I felt that considering the environment the boys were thrown into I m not surprised at the way they acted. Boys are boys and the fact that there were no other people on the island with no laws or a structured society they acted out. People wouldn’t act the way they do if there were no rules or organization. It is only the pressure of those things that men act the way we do. My critique is that I enjoyed the book. The story is written very well and I was interested the whole time. I don’t think I could identify myself with any of the characters but some characters reminded me of people I know. Jack reminded me of some people that I know in my life. Jack was overconfident and acted tough. I know people that will act like that and also if you prove them wrong they will always come back with something else o they don’t look stupid. The author, William Golding, did an excellent job on this novel. The description of the setting, and the characters personalities and appearance was great. There was so much imagery in the story and that was great because it helps people like me to visualize the description in my head. There was a lot of dialogue. It was good to have it but sometimes there was too much. With all the conflicts in the story Golding definitely created a sense of suspense. I could practically hear the suspenseful music coming from the book as the savage boys were running after Ralph toward the end of the book. I would definitely recommend this book to others. I know that although this is a required book for most high schools it should still be read by people who haven’t read it. I think the age group for this book should be for young adults who will have a better understanding for the story than younger readers. The Lord of the Flies, I thought was an excellent book. The casual gathering of the people in the village square in the â€Å"warmth of a full-summer day† , the children at play, the everyday conversations taking place: the children talking of school, the women gossiping, the men â€Å"speaking of planting and rain, tractors and taxes†, the cheerful banter surrounding Mrs. Hutchinson’s late arrival – all these are shared experiences that lull the reader into complacency.

Simply Speaking Legal Positivism Philosophy Essay Simply speaking legal positivism is synonymous with the positive norms as against the principles of natural law. Legal positivism is often contrasted with Natural law. Going by the natural law school of jurisprudence, most written laws must be or are usually informed by, or made to comport with, universal principles of morality, religion, and justice, such that if not considered fair, it loses the very basic premise for being termed law. For example, persons engaging in peaceful protest through civil disobedience often appeal to a higher natural law in denouncing societal practices that they find objectionable. Legal positivism acknowledges the existence and influence of non-legal norms as sources to consult in evaluating human behaviour, but they contend that these norms are only aspirational, for persons who contravene they suffer no immediate adverse consequences for doing so. By contrast, positivists emphasize that legal norms are binding and enforceable by the police power of the administration, where persons who disrupt the law may be made to face serious consequences which may include fine, custody, loss of property, may end up with death. Legal positivism is based on the ways in which laws have been created and does not demand justification for the content of law or a decision for or against the obedience to law. As such emphasis is mostly on the way laws have emerged over time through practicing, deciding or tolerating certain ways of creating a law. Positivism is based on the framework that issues of legal validity must be strictly separated from questions of morality. What is ought to be has nothing to do what the law actually is. Legal positivism finds it roots way back in ancient Christianity. It is believed that the Ten Commandments held sacred and pre-eminent values. When ancient Greeks intended for a new law to have permanent validity, they inscribed it in stone or wood and displayed it public for all to see. Deriving profoundly from Jeremy Bentham, John Austin  [1]  contends that the major characteristic feature of a legal system is the presence of a sovereign who is habitually obeyed by most people living in the society, but not in the routine of observing any specific human superior. Austins assessment, a rule R is lawfully binding (that is, is a law) in a society S if and only if R is directed by the sovereign in S and is backed up with the danger of an approval. The severity of the threatened sanction is irrelevant; any general sovereign imperative supported by a threat of even the smallest harm is a law. For Austins command theory of law there is a need for the existence of identifiable sovereign in self-governing civilizations. In the United States of America, for instance, the final political power appears to belong to the common people, who pick leaders to represent their welfares. The chosen leaders have the authority to compel the behaviour but are regarded as servants of the people and not as repositories of independent power. The polling population, on the other hand, seems to be the source of the final political authority, yet it lacks the immediate power to coerce behaviour. Thus, in democracies like that of the United States, the final political authority and the power to coerce behaviour seems to reside in different entities. However according to the reputable H. L. A. Hart  [2]  , every legal system must contain so-called primary rules that regulate citizen behaviour, a system consisting entirely of the kind of liberty a restriction found in the criminal law is, at best, a elementary or nascent legal system. The Pedigree theory focuses on the specific rule, namely that necessitates citizens to do or abstain from certain actions, whether they wish to or not. On Harts view, Austins stresses on powerful force that leads him to overlook the presence of a second kind of primary rule that confers upon citizens the authority to produce, alter or extinguish rights and obligations in other persons. Hart lays down, the guidelines for leading the creation of contracts and wills cannot plausibly be characterized as restrictions on freedom that are backed by the danger of a approval. These directions allow people to structure their legal relations within the coercive framework of the law-a feature that Hart corre ctly regards as one of laws greatest contributions to public life. The concept relates clearly to a complete monarchy, but it is not vibrant when applied to a society where some group is the sovereign. L. A. Hart argues that the command theory cannot distinguish between a legitimate government and an armed robber (give me your cash or else). The above-mentioned philosophy is completely based on compulsion. Therefore, on Harts opinion, there are two basic situations that are necessary for the existence of a legal system: On one hand those rules of behaviour which are valid according to the systems ultimate criteria of validity must be generally obeyed, and, on the other hand, its rules of recognition specifying the criteria of legal validity and its rules of change and adjudication must be effectively accepted as common public standards of official behaviour by its officials. Harts view is vulnerable to the same criticism that he levels in contradiction of Austins. Hart discards Austins interpretation as the official application of coercive force can no more give rise to an obligation than can the application of coercive enforced by a gunman. Nevertheless the condition is not unlike that, if the gunman takes the internal point of view towards his authority to give rise such to a hazard. Regardless of the gunmans confidence that he is permitted to make the threat, the victim is grateful, but not obligated, to obey the gunmans commands. A gunmans behaviour is no less coercive because he believes he is entitled to make the threat. 2. The Separability Thesis: Legal positivism also finds its explanations in the Separability thesis. In its universal form, is the Separability thesis asserts that law and morality are conceptually distinct. According to this theory only an object-level claim is made about the existence of conditions for legal validity. More commonly, the Separability thesis is interpreted as making only an object-level claim about the existence conditions for lawful legitimacy. For example H.L.A. Hart  [3]  defines it, the Separability thesis is no more than the simple contention that it is in no sense a necessary truth that laws reproduce or satisfy certain difficulties of morals; however in detail they have frequently done. Insofar as the objective level of understanding the Separability thesis denies it, its a necessary truth that there are moral constraints on legal validity, it suggests the presence of a conceivable legal system in which there are no moral constraints on legal validity. 3. The Discretion Thesis: Another theory commonly associated with positivism is the discretion thesis, conferring to which judges resolve problematic cases by making new law in the exercise of discretion. According to this theory a set of valid legal rules is exhaustive in nature and if any persons case is not covered under such a rule, then that particular case cannot be decided by applying that particular law. This gives the judges a quasi-legislative power to create or promulgate a law in circumstances where a case is not covered by a rule and hence the case cannot be decided by interpreting by applying an existing law/rule. Though often associated by positivism, the discretion thesis does not fit into the positivisms hypothetical idea. The pedigree and Separability theories mean to be conceptual claims that are true of every possible lawful arrangement. These two entitlements jointly proclaim that, within in every possible legal structure, the intentions of law are lawful in virtue of having been manufact ured according to some set of social agreements  [4]  . In this regard, there are no ethical restraints on the content of law that hold in every possible legal system. There could be three different senses in which a judge might be said to have discretion: (1) a judge has discretion when she exercises judgment in applying a legal standard to a particular case; (2) a judge has discretion when her decision is not subject to reversal by any other authority; and (3) a judge has discretion when her decision is not bound by any legal standards. Going by these, the discretion thesis is inconsistent with ordinary legal exercise. Even in the greatest problematic cases where there is no clarity appropriate law, lawyers dont request the judge to adapt the relevant issue by making new law. Each lawyer cites cases favourable to her clients position and argues that the judge is bound by those cases to decide in her clients favour. As a practical matter, lawyers hardly, if ever, acknowledge th ere are no legal morals governing a case and ask the judge to legislate in the exercise of discretion. 4. Conclusion: I conclude by saying that the modern rules in relation to particular place or people were mostly traced or taken from the past rules or from another lawful organization. All the contemporary laws have its individual creation, the issue of conflict of positivists view and historical interpretation is not as real as it thought. The most influential criticism of legal positivism all flow from the suspicion that it fails to give principles its due. The law has significant tasks like bringing harmony and peace in our lives, preceding the common good in safeguarding human rights, or to rule with honesty and therefore it has more relevance with our morals. A. Lon Fuller denies the separation of law and morality. Cognitive Radio Essay -- Technology

A problem facing cognitive radio is the need for accurate estimations of performance metrics. Performance estimation algorithms are limited when facing new situations. For example, heuristics, such as genetic algorithms (GA), require specific knowledge about the interference conditions in order to adapt fitness functions. This paper presents an experimental design approach that analyzes performance results of a small set of configurations to create an empirical model. The method overcomes the need for specific knowledge of the channel or noise environment and is capable of addressing new situations.par This problem is difficult given the limitations inherent in any theoretical system model and the complexity of sensing the wireless environment. Existing GA-based cognitive engines identify radio configuration settings based on mathematical models for defining objective functions cite{Rondeau2007}. The methods rely on additional knowledge of noise conditions in order to customize the objective functions to the current environment. Advancements in the decision-making architecture tied case-based reasoning to the GA in order to increase time-to-decision and take advantage of past experiences cite{He2009}. However, CBR relies on the assumption that a past decision will work in the current situation if the two are similar enough. In both methods, the identified solution's true performance is unknown until after it is implemented on the system.par Theoretical models of wireless performance rely on assumptions in the channel conditions, and often do not represent the actual situation. In contrast, statistical methods base all conclusions from empirical evidence without requiring knowledge of the channel or interference conditions. T... ...rameters settings are then pared down by repeating the DOE with focus on another response meter. This process is repeated for each response meter available until a final parameter setting is identified. The authors developed a reconfiguration algorithm that draws its decision from multivariate DOE analysis on the system. The algorithm was implemented on an open-source software controller for off-the-shelf 802.11 wireless cards cite{Weingart2007}.par In contrast, we implement RSM experimental design that leads to quadratic models as opposed to linear. This approach increases accuracy and identifies overall better solutions. We implement the techniques on a software defined radio platform more indicative of deployable cognitive radio. Our focus emphasis the statistical fit performance of different designs and contrasts performance to a reference heuristic engine.
